MATTOON CITY COUNCIL RECAP
Solar Farm Approved with Protective Measures
In a unanimous 5-0 vote, the Mattoon City Council approved a special use permit for Hayes Solar LLC to construct a solar farm between Evergreen Court and North 33rd Street, north of Dodge Grove Cemetery. This decision follows months of community discussion and comes with significant protective conditions for residents.
What This Means for Mattoon
The approval includes several important safeguards:
Protected Land: The city will annex the parcel west of the solar site (from 28th to 33rd Street) to prevent future solar development in that area
Additional Restrictions: The city will pay for covenants on property north of Evergreen Court to restrict solar development unless city-approved
Resident Protections: A 700-foot setback from homes on Evergreen Court and 500-foot setback from homes on North 28th Street
Screening: Seven-foot tall vegetation and an 8-foot perimeter fence, with dead vegetation replaced within six months
Access Changes: The access road will be relocated to enter from North 33rd Street instead of Evergreen Court
According to Commissioner Fipps, this agreement protects approximately 237 of 267 total acres—nearly 90% of the area—from solar development.
Why Now?
The council acted in response to Illinois House Bill 25, which will strip municipalities of their zoning authority over solar farms in the 1.5-mile extraterritorial jurisdiction once signed by the governor. The current agreement allows the city to maintain some control over how the area develops. State Law Reshapes Solar Decision-Making
Illinois House Bill 4412 will transfer solar permitting oversight from cities to counties, removing municipalities' ability to regulate solar projects within 1.5 miles of their borders. City Planner Alex explained the reasoning: "If this moves to county jurisdiction, the city can't enforce screening, height limits, or other conditions." By approving the project now, the council maintains leverage to attach local safeguards before state authority shifts.
Residents Express Neighborhood Concerns
Neighbors raised multiple objections to property value depreciation, loss of agricultural land, and tornado damage risks. Some residents argued the annual tax benefit of roughly $15,000 was insufficient compensation.
Financial Assistance Available for Businesses
The city announced that federal Small Business Administration low-interest disaster loans are now available for businesses affected by the July 2025 water crisis caused by harmful algal bloom.
Loan Details:
Up to $2 million available through the Economic Injury Disaster Loan (EIDL) program
4% interest for small businesses
3.625% interest for nonprofits
No interest or payments for the first 12 months
Affected business owners should contact the SBA to learn more about eligibility and application procedures.
Other Council Actions
Liquor License Discussion Postponed
Harry's Gas and Liquor's request for a tap bar system and gaming license at their Old State Road location was deferred for further discussion. The owner expressed frustration after three years of requests. Mayor Hall indicated the matter would be addressed at an upcoming council retreat, with a response expected by year-end.
Infrastructure Planning Approved
The council approved a $249,567 engineering study by Farnsworth Group to extend Swords Drive from Broadway Avenue to Dwight Avenue, funded through the TIF district.
Telecommunications Permit
A special use permit for Seamless Fiber Innovations to install telecommunications equipment at 1005 Lakeland Boulevard was unanimously approved.
Audit Results
Roth and Company presented the fiscal year 2025 audit, issuing unmodified opinions on all reports, indicating financial statements were fairly presented. The audit noted one material weakness regarding financial statement preparation, a repeat finding from the previous year.

Council Community Fundraiser Gets Green Light
Council members approved a raffle license for Blue Fusion, an EIU a cappella group, to hold a fundraising drawing on January 12, 2026, at EIU's Doudna Fine Arts Center. The raffle will help raise funds for music and travel expenses related to the group's performances at competitions and community event
Infrastructure and Risk Management Updates
The council authorized several administrative agreements, including the renewal of the city's insurance program with Illinois Counties Risk Management Trust (ICRMT) and a master intergovernmental cooperative purchasing agreement with NPPGov.
In a forward-looking move, the city also entered into site hosting agreements for an Electric Vehicle (EV) Charging Infrastructure Project, expanding options for electric vehicle owners in the community
Board Appointment
Mayor announced the appointment of Tina Held to a 5-year term on the Board of Zoning Appeals & Planning (BZAP).
The council also approved routine financial matters including payroll for the period ending November 1 and bills payable for November 21.
