MATTOON CITY COUNCIL RECAP
Solar Farm Approved
The Mattoon City Council voted 3–2 to approve a 21-acre solar farm project on the city's north side, moving forward with Hayes Solar LLC's development near Dodge Grove Cemetery despite months of resident pushback. Over 150 residents had signed petitions opposing the project, citing concerns about property values, aesthetics, and loss of farmland.
State Law Reshapes Solar Decision-Making
Illinois House Bill 4412 will transfer solar permitting oversight from cities to counties, removing municipalities' ability to regulate solar projects within 1.5 miles of their borders. City Planner Alex explained the reasoning: "If this moves to county jurisdiction, the city can't enforce screening, height limits, or other conditions." By approving the project now, the council maintains leverage to attach local safeguards before state authority shifts.
Residents Express Neighborhood Concerns
Neighbors raised multiple objections to property value depreciation, loss of agricultural land, and tornado damage risks. Some residents argued the annual tax benefit of roughly $15,000 was insufficient compensation.
Conditions and Safeguards Attached
The council imposed 39 special conditions to address resident concerns:
Eight-foot security fence and 20-foot vegetative screening
Monthly plant watering and replacement guarantees
12-foot height cap on solar panels
Annexation of adjacent residential land to prevent future expansion
Decisions That Affect You
Your property taxes may benefit from an estimated $15,000 annual contribution from the solar farm.
North-side residents will see an industrial solar installation with vegetative screening just north of Dodge Grove Cemetery.
The city retains local control over solar projects before state law transfers oversight to counties.

Infrastructure Improvements
ADA Sidewalk Ramps: McCarthy Improvements was awarded a $138,050 contract to upgrade sidewalks along Madison Avenue between 7th and 11th Streets.
Street Resurfacing: Williamsburg Drive and Pierce Avenue will be resurfaced under a $102,140 project led by Nico Asphalt.
Public Safety & Sustainability
Taser Grant: The Charleston Police Department accepted a $21,600 grant to purchase six new Taser 10 units. The city will cover the remaining balance through a five-year plan with Axon Enterprise.
EV Charging Expansion: A $1.2 million initiative was approved to install electric vehicle charging stations at Lake Charleston, Linder Sports Complex, and the Charleston Public Library. The city secured $960,000 in state funding and a $50,000 Ameren Illinois grant, with local matching funds covering the rest.
Zoning & Permits
A conditional use permit was granted for a short-term rental at 1515 Second Street.
A variance was approved at 9 Fawn Court, allowing an expanded driveway for a new detached garage.
